Vacancies and personnel turnover continue to plague the Department of Homeland Security and are unquestionably impeding the agency’s effectiveness.  During the federal response to Hurricane Katrina, the Federal Emergency Management Agency (FEMA) had approximately 500 vacancies, and eight of its ten regional directors were serving in an acting capacity. 

For the Department of Homeland Security to adequately protect America, this Administration must get serious about filling these important positions with qualified individuals.  It is only by finding long-term replacements – not temporary hires – that the Department can begin to fulfill its mission.
